Starting in summer 2026, the Insurance Corporation of British Columbia (ICBC) will introduce a significant update to the Graduated Licensing Program. Drivers who maintain a clean record will no longer be required to complete the second road test when moving from a Class 7 Driver’s Licence to a Class 5 Driver’s Licence.
Instead of the second road test, eligible drivers will enter a 12-month probationary period after completing their novice stage. During this time, drivers must maintain a clean driving record to successfully graduate to a full Class 5 licence.
The change is designed to reduce long road test wait times and modernize the licensing system while still ensuring that new drivers develop safe driving habits. By focusing on real-world driving behaviour over time rather than a single test, ICBC aims to make the process more efficient without compromising road safety.
This update will affect thousands of new drivers across British Columbia each year and is expected to streamline the path to a full driver’s licence while maintaining accountability through the probationary monitoring period.
